Multi-DAO DAO

Due to the complexities of government and multi-stakeholder ecosystems, in some cases the governance of the ecosystem will be split across several governance DAOs. For example this could, for example be a main DAO for the parliment, and other DAOs for ministries. Within each DAO, different security groups can be created as well. With the ability to create different DAOs and groups within them, complex governance ecosystems can form to meet their needs using these two simple abstractions in Tonomy. This also allows simple ecosystems to grow and evolve to be more complex over time with ease.
